Is Blazing a burst build?

Burning is damage over time. Individual heroes may add direct damage, but the archetype should not be built on the assumption that all its value arrives immediately.

Should I always use Tanaka over Will?

Compare their current skill development and the rest of the crew. A developed existing hero can remain useful while you build the replacement.

Can Crimson Sentinel run Drowning instead?

Yes, it is also associated with Drowning builds. Choose the team your roster supports rather than splitting scarce resources between two unfinished crews.
