What should I upgrade first in Sea of Conquest?

Keep the flagship on the critical path. Upgrade the cabins/materials required for the next flagship level before levelling unrelated systems evenly.

Which heroes should a beginner build?

Build a small core you can actually promote and that matches your ships. Do not choose only by rarity or one global tier list.

Should a new player pull Mamiya or Kenshiro?

Only if the achievable star level and surrounding build make them a real upgrade. Limited heroes can be poor beginner investments at low stars.

What server should I start on?

For a solo fresh account, a healthy newer server is normally the easiest starting point. Choose an older server when friends or an organised gang are already there.

Is Sea of Conquest pay-to-win?

Spending accelerates and strengthens accounts at the competitive end. Efficient free/low-spend play is still viable, but do not expect equal 1v1 power against the heaviest spenders.
