Is Drowning always the best monster build?

No. It is an option worth testing, especially when its damage interaction suits the encounter. Your hero development and the monster's rules still matter.

Should I build Blazing and Drowning together?

Only if your resources support both. Early on, finishing one crew normally produces a clearer improvement than splitting upgrades between two partial teams.

Can I copy a later-season Drowning lineup?

Use it as a future target. Check availability, position and skill requirements before replacing the crew that currently wins your fights.
