Is Chizuru good in Sea of Conquest?

A tier, and the standard recommendation as an artillery First Mate.

Can Chizuru be a Captain?

Mechanically you can slot her there, but it wastes her kit and leaves the ship without a proper damage identity. She belongs in the First Mate seat.

Chizuru for consistency in long fights, Sharky for burst in fast ones. Only one can hold the First Mate seat per ship.

Ophelia is an early Artillery Captain reference. Qi Lanting is a Gunner option, while Griffin belongs to Strategic builds.

Yellow matched to artillery, plus green for survivability if she is dying early.

Captain, First Mate and Gunner. Heroes are designed for a specific one.
